I wasn't paying attention to really any wrestling during this time period, but there was that era where coachmen was on commentary, and the announce table was moved up by the titantron. I know the promotions go back and forth with this, but that was the only time WWE/WWF (besides always in new NXT) did this. WCW Nitro started that way, TNA did it for a few random moments, but was this a storyline thing? like when Bischoff was in charge, or was there any explanation?

It happened in late 2002 or early 2003 I believe and it lasted for a while. At least until early 2005 I believe. The general belief was that since Bischoff was in charge on RAW and SmackDown was a Paul Heyman show, they were going to atheistically change things around a bit. RAW was given the Intercontinental title, and the commentary booth was moved and more factions than before were popping up in RAW, much like WCW.
SD was more wrestling centric, had younger stars, kept the action in the ring, much like Heyman was wanting to do. I know by mid-late 2005 it was back to the way it was though.
